Do not try to install the so called WAT removers utilities as they almost all contain malware and viruses and don't do anything to fix the initial issue. If you don't have it, go to Fix with Easy Recovery Essentials. A much more intelligent solution would be for Windows to keep track of whether or not this blue screen resulted in a silent and automatic reboot last time, and if so, July 6, 2016 at 4:57 am UPDATE: I copied the DEFAULT, SAM, SECURITY, SOFTWARE, SYSTEM from another computer, restarted, and it STILL loops infinitely! The option to disable automatic restart on system failure is available from the Advanced Boot Options menu at startup.
