What happened was i sent it to an IT guy and he must have turned it on and I thought it was just a new account that I could not delete. If you are troubleshooting something that needs to run as administrator, you can enable it with a simple command. There are several ways of getting at least your files backed up, including using a boot disk like Hirens or a Linux Live disk, using another admin profile, etc...
