This is because NVMe drives will use NVMe hardware features regardless of what you set your firmware to do because its on the SSDs firmware and not the motherboards. After the restore point has been created I would suggest powering down your computer and then powering it back on. Create a Windows Recovery Media on your USB flash drive. Could be, or the restore partition is corrupted (if it has one). You might also need to double check the boot order in the boot menu / BIOS after you've installed your new hard drive.
